Well... When you come to a forum, the first thing you see is its portal (if there is one). Anything can be put there (for example, some news about the main subject of the forum), but one thing that every portal has is an introduction where it's explained what the forum is about and everything else a new member or someone who is thinking of becoming one should know. In a way, yes. Though, an 'about' page wouldn't necessarily have to be the first thing you see when you get on the forum. We could have an 'about' page instead of portal.
